Victor Stinner 9159287f58 gh-144175: Add PyArg_ParseArray() function (#144283) 
Add PyArg_ParseArray() and PyArg_ParseArrayAndKeywords()
functions to parse arguments of functions using the METH_FASTCALL
calling convention.
