Victor Stinner 026ab6f4e5 Fix Py_INCREF() statistics in limited C API 3.10 (#96120) 
In the limited C API with a debug build, Py_INCREF() is implemented
by calling _Py_IncRef() which calls Py_INCREF(). Only call
_Py_INCREF_STAT_INC() once.

The Python C API
================

The C API is divided into three sections:

1. ``Include/``: Limited API
2. ``Include/cpython/``: CPython implementation details
3. ``Include/internal/``: The internal API

Information on changing the C API is available `in the developer guide`_
