Add `Py_BEGIN_CRITICAL_SECTION_SEQUENCE_FAST` and
`Py_END_CRITICAL_SECTION_SEQUENCE_FAST` macros and update `str.join` to use
them. Also add a regression test that would crash reliably without this
patch.
