Mark Shannon f9242d50b1 bpo-44990: Change layout of evaluation frames. "Layout B" (GH-27933) 
Places the locals between the specials and stack. This is the more "natural" layout for a C struct, makes the code simpler and gives a slight speedup (~1%)

The Python C API
================

The C API is divided into three sections:

1. ``Include/``: Limited API
2. ``Include/cpython/``: CPython implementation details
3. ``Include/internal/``: The internal API

Information on changing the C API is available `in the developer guide`_
