Guido van Rossum 5eb80a61f5 GH-104909: Move unused cache entries from uops to macros (#107444) 
There's no need to use a dummy uop to skip unused cache entries. The macro syntax lets you write `unused/1` instead.

Similarly, move `unused/5` from op `_LOAD_ATTR_INSTANCE_VALUE` to macro `LOAD_ATTR_INSTANCE_VALUE`.

The Python C API
================

The C API is divided into these sections:

1. ``Include/``: Limited API
2. ``Include/cpython/``: CPython implementation details
3. ``Include/cpython/``, names with the ``PyUnstable_`` prefix: API that can
   change between minor releases
4. ``Include/internal/``, and any name with ``_`` prefix: The internal API

Information on changing the C API is available `in the developer guide`_
