Sam James e1ca5d7e49 profiles: mask OpenSSL 4.0.0 ...

Switch to using a mask so that new openssl-compat is masked along with
openssl 4, to make clear they should be unmasked together, and to avoid
Portage wasting time in || ( ... ) as packages slowly add openssl-compat
in there for 3.x.

Major new release with lots of broken packages expected. Notably, even
dev-lang/python isn't yet. Please use with caution and file bugs for
any issues, blocking bug #972902.
