Brett A C Sheffield 0d631e670a dev-libs/libltdl: update LICENSE to LGPL-2+ ...

All source files in libltdl/ are LGPL-2+ and COPYING.LIB contains the
LGPLv2.1.

The the libtool parent directory contains GPL files but these are not
used by the library.
