Jim Meyering 933e0997e2 Add all the internationalization-related 
variable names autoconf uses.  Set and export them in a loop.

Jim Meyering f604c52243 (LC_COLLATE): Set it to the empty string and 
export it.  Otherwise, tests/cp/cp-mv-backup would fail e.g., when
LC_COLLATE was set to en.  Reported by Vin Shelton.
