Gord Thompson 416fdb1674 Fix ForeignKeyConstraint.copy() error ...

Fixed an issue with the (deprecated in 1.4)
:meth:`_schema.ForeignKeyConstraint.copy` method that caused an error when
invoked with the ``schema`` argument.

Fixes: #6353
