	declare getenv unless HAVE_DECL_GETENV.
	(_): New macro.
	Include <argmatch.h>, <error.h>, <xstrtoul.h>.
	(DEFAULT_BLOCK_SIZE): New macro.
	(block_size_args, block_size_types): New constants.
	(humblock): New function.
